New carbs will only run on choke

Rebuilt ‘74 RD350. Put new carbs on with stock jets. 140 main, 25 pilot, 0-8 needle jet, air screw 1.75 out.  Runs great down the road on choke. Turn chokes off and it stalls. I know is a fuel issue but should I change pilot? Floats are at 15. Just seems like it runs perfect on choke. Any thoughts?
I tried to find some info on forum but nothing that I haven’t tried yet.

Hi First thoughts are check the pilot jets are not blocked and wind the tickover up a bit to see what effect that has.

Adjust air screw 0.5 out, if you still have a lean 1/8 throttle that means your pilot system could be blocked.

When you say ‘new carbs’ what exactly do you mean by that? Brand new mikuni VM28?
