Rex and others sell what they call a battery eliminator that is just a capacitor, which I'm not sure would protect bulbs from overvoltage by itself.
I ordered a zener diode with a plan to use it with a power transistor (much cheaper than a high power ZD), so it will be the voltage regulator.
Maybe it'll work.

Capacitor is not a good idea. It bumpes up the voltage and stores energy. That blows lamps when you flip the switches.
However a zener can drain the capacitor when the voltage raises too much.
